NPGIS Infrastructure Project List with Synopsis

(August 2023)

1. National Youth Empowerment Scheme (“P.P.P.”) for Mastering the Economy

 A Change Intervention Program for Entrepreneurship Development (“CIPED”). Propagation and enhancement of Small and Medium Scale Enterprises by equipping unskilled labor with viable “hands-on training” and skill development programs (2-4 weeks), thereby generating adequate employment. The quest is to make the work force self-reliant & well trained to spearhead economy development. Every month, spanning over the next 10 years, 000 empowered youths (across all LGAs) will complete vocational training and receive the trained- for production equipment, in sets of 2-8 persons per profession / equipment training, covering 53 different vocations

2.    Especially for this grand initiative for our Youth and the “retooling” of our economy base, we propose for your consideration, that His Excellency Mr. President symbolically assumes the Chairman’s position of the Program. NPGIS, from its role as the Program’s Advisor, has already established the organization’s structure needed to implement this multi-year and geographic reach grand effort: This includes the function of the National Program Coordinator, as well as Regional, State, Zone – all the way down to the Local Coordinators. Again, FGN is not requested to contribute to any costs, except for one kind request: To waive the import duties & taxes for imported production equipment that will be operated by the Program Graduates to run their small business. It is also emphasized that a Bank Guarantee is not requested by the Investor to back their planned investment program.

3.      Youth Digital Portal PP.P.P.”):

For National Registration and personal development, through Age-specific Educational & Entertainment programs, accessible at “Hotspots” across the country. Free WiFi access for 12 months, low-subsidized rate thereon via sponsored content. Connecting our Youth “to the world”, preparing them for their future. A nationwide tool for job search and application, for applicants and employers alike. It will also serve as an idea and project incubator.

4.    Nationwide Agricultural Transformation (“P.P.P.”) and Local Government Produce processing & standardization zones

Targeting the elimination of the factors that degrade the Agricultural Assets and minimize the Investment Returns in Nigeria. Following the “Feed Africa” Initiative and its conclusions, we propose to group and convert family farms into 000 Mega-Farms, to establish a Storage Network in each of the 774 LGAs and a Market Guarantee System, monitored by a single Marketing Board. In addition, to set up the modal transport / loading /unloading infrastructure that will support the operation of Processing Mega-Hubs for our produce, so to add value in our supply chain and even exports.

5.     Concession of 70 Federal Tertiary Hospitals (B.Q.T),

Upgrading and modernization of Infrastructure & Equipment in all States. Starting from the upgrade/conversion of the University College Hospital C’UCH”- Ibadan) and Ahmadu Bello University Teaching Hospital (ABUTH-Zaria) into Quaternary Hospitals -from their present status as Tertiary- we will fine-tune the model that will serves best deployment across the country. The planning incorporates the concepts of “Reverse Migration” and “Compulsory Dual Practice Scheme” to ensure the adequate availability of physicians and personnel. As well as “Research based Revenue” and “provided Services” to ensure the sustainability of the initiative and deliver “Affordable and Accessible Healthcare” for every Nigerian. Last and not least, it aims to reverse Medical Tourism flows.

6.     Construction of facilities for Livestock Fodder Production (‘B.O.T.”)

Using Hydroponic Systems. Construction and rollout of such facilities in Six (6) geographical zones across Nigeria, plus six (6) more for the Northern states (one each). Encouraging Nigeria onto animal house farming, aiming to curtail farmers/herders clashes improving local security and yielding additional value chain benefits. In addition enabling Biogas collection for Electricity generation (waste-to-power) for these installations, as well as the nearby residences.

7.    Mining Processing Clusters and Free Trade zones (“P.P.P.”):

with Miners Association of Nigeria C’T -i-T-“)- Rejuvenation and restructuring of the Mining sector, aiming to formalize, control and maximize its outcome for the country. Creating the environment to attract investment and grow employment in the sector. Under the auspices of M.A.N., we start by creating Six fully equipped mining hubs in 6 geographical regions, grouping the neighboring licenses under each hub to explore / mine them intensely with the right tools and control of the mined output. Grouping of the products and their formal, maximal commercialization in international markets will also yield tax revenues for the country.

8.    The New Affordable Housing Project (“P.P.P.”): 

350,000+ mixed-type units across all States, addressing the major shortage of low-income housing across the country and offering employment to the local communities for their construction.

9.     Super Educational Complexes:

Construction and management of 36 complexes with enrollment capacity of 500,000 students per State with population >20M) / 200,000 students for States with population >10M. Plus a unit with enrollment capacity of 1,000,000 students for Kano State; The complexes will be comprised of Primary Schools, Special need schools, Almajirinci model schools in the North, Vocational learning centers, and Colleges of Education.

10.    NPGIS-FIRS proposed Tax-Booths (“P.P.P.”):

Construction, Installation and deployment of digitally enabled “tax payment kiosks” where citizens will transact for their tax related needs, at commercial and residential clusters. User friendly, compatible, digitally secured electronic platforms that enable: e-registration of new taxpayers, e-payment of federal taxes & stamp duties, e filing of returns, e- receipting and electronic issue of the tax clearance certificate etc., as needed for official procedures for individuals and companies alike in the country. Efficient tax collection and alleviation of the Tax offices through a wide deployment/reach, the program is self-sufficient by design. Setup and operating costs justified from the projected increased Tax revenues. Contribution to the transformation of Nigeria’s Public sector into the information age.

11.      Nigerian Army Housing Scheme (“P.P.P.”):

Creation of 100.000 mixed-type units across all States, through the financial resuscitation of the “Post Service Homes (Savings and Loans) Ltd” and the participation of “Nigerian Army Welfare Ltd”, who will contribute the needed land. Construction of much needed affordable homes paired by sustainable loan offerings for home acquisition by men & women in service, and also after their retirement

12.      Niger State International Cargo and Passenger Airport Project (“B.Q.T.”)

Establishment, Design, Construction, Operation & Maintenance of a unique, multipurpose Airport. It will cover Cargo, Civil and Military needs, including plane maintenance and parking. It aims to grow into the best international travel hub in Western Africa with many connecting flights and air-taxi services, an alternative to Abuja International.

13.      Niger State Superhighway road project (“B.Q.T.”):

A 950km road construction connecting the high volume traffic towns and villages in the State; also connecting to the new Airport. With a 4-lane (x 3.65m) design, it comprises of 18 toll-collection points, 50 interchanges and 120 pedestrian bridges. The superhighway will incorporate state-of-the-art technologies and devices for maximum driving safety and security.

14.     Proposed Concession and Construction of Four, 4-lane Roads sets: 1.360km (“B.Q.T.”):

  Sagamu – Benin – Asaba Road, at 389 KM             

Zaria – Malunfashi – Jikamshi – Yashi – Daura Road, at 265KM             

Kaduna – Zaria – Kano – Ungogo – Kazaure – Daura Road, at 364KM                               

Sapele – Lokoja Road, at 342KM.

15.    Proposed concession, Construction and Rehabilitation of 4-lane carriageway road CB.O.T.”):

Akwa Ibom – Southeast – Niger Delta – Southeast – Lokoja Link Road, across a distance of 1.110 Kilometers.

16.      Proposed concession and construction of Superhighway

266KM Maiduguri – Cameroon – Chad. A cross-country Superhighway road.

17.    Proposed Concession and Construction of the Roads (“B.O.T.”):

Nasarawa – Lafia – Loko – Abuja 309KM Road. Road construction including set of interchanges, bridges tolls, amenities, security features etc. serving the local communities who are part of the labor force supporting FCT. It is expected to ignite necessary real estate development along the route and will greatly alleviate the unemployment situation of Nasarawa State during its construction phase.

18.      Marine Logistics Base:

Crude and Petroleum Products Storage farms, Jetty and Dock construction for bulk handling and complete logistic services; construction location at Snake Island, Lagos. Accommodating petrol storage needs for trading and emergency military / government needs. Addressing the tight handling capacity of vessel and handling volume in the nearby major port complexes of Lagos. Can accommodate current and future trading volume growth, by interconnecting to other upgraded modes of transport (train rails). It can serve as a bulk hub for reloading exports to neighboring countries. Potential expansion into Ship Maintenance, Repairsand Ship-building Dockyard

  1. Establishment of the largest Integrated Bioethanol Production Plant / plant network in the continent

19.    Bulk Recombinant Antigen Production (BRAP) Facilities for Human Vaccines:

Construction of a new plant at Abuja (F.C.T.), promoting self-reliance for the immunization of the Nigerians, involving Local Content and delivering Technology Transfer into Nigeria, yielding Cost Savings, FOREX Conservation and Proximity to their production source, thus mitigating the expiration date issue.

20.      Loko Inland Waterway Port project & Dredging of 637KM

Waterway from Loko and Koton-Karfe to the Atlantic Ocean, through Bayelsa State (B.O.T.): A grand-size multimodal infrastructure investment with “Pharaonic” dredging work requirement, that will decisively impact the flow of fresh produce & goods produced by or imported to, the greater region.

21.     Deployment of Utility Scale (>50MWp) Solar-Generated Electricity Stations paired with accompanying size Battery Electricity Storage Stations (B.E.S.S.) across the country, aiming to multiply the electricity capacity of the country during day and evening, under a Mini-Grid / Local-Grid layout; aimings to fuel local economic growth and production across all facets of the economy.

22.    Upgrading and Expansion of the existing Railway system across the country, to enable efficient and effective transit of goods and persons, also enabling the reduction of emissions.
